Bev Marquez, MA, LPC

President and CEO

Bev Marquez is a seasoned executive leader, licensed professional counselor, and first-generation college graduate with over three decades of experience in crisis response, behavioral health services, and organizational leadership. As CEO of Rocky Mountain Crisis Partners, she guided the organization’s growth from its inception to a $32 million annual budget, establishing it as a cornerstone of mental health support in Colorado. Bev excels in building collaborative partnerships with healthcare systems, government agencies, and community stakeholders, driving sustainable solutions for complex challenges. Her expertise spans strategic leadership, non-profit development, workforce resilience, and advocacy, with a focus on supporting underserved communities. Born and raised in Colorado, Bev holds a Master of Arts in Agency Counseling from the University of Northern Colorado and a Bachelor of Science in Psychology from Colorado State University. She believes deeply in the value of transparency, loyalty, and respect among colleagues and clients. Bev approaches her work with a commitment to listening intently to client needs, respecting their desired outcomes and timelines, and offering her experience as a collaborative partner—not a competitor. Outside of her professional life, Bev enjoys spending time with her dog, Lucy, brunching with friends, and listening to ’80s music.

Cheri Skelding, LCSW

Cheri Skelding brings over 15 years of expertise in crisis program development, behavioral health leadership, and organizational strategy. As a founding executive leader at Rocky Mountain Crisis Partners, Cheri played an integral role in establishing Colorado’s first statewide crisis and peer support system. Her expertise includes building innovative behavioral health programs, leading organizational change, and developing quality improvement frameworks. Cheri is deeply experienced in team development, stakeholder engagement, and creating cultures of collaboration and accountability. A licensed clinical social worker, Cheri combines clinical insight with operational excellence to drive sustainable impact in complex systems. In her time away from work, Cheri enjoys traveling with her husband and two teenage daughters, spending time outdoors enjoying the Rocky Mountains, and exploring her photography hobby.

Fermin Avila

Consultant

Fermín Avila is a technology and operations leader with over two decades of experience in IT systems integration, data analytics, non-profit operations, program design and strategic organizational planning. As Vice President of IT, Data, and Operations at Rocky Mountain Crisis Partners, he led critical transitions to cloud-based software systems (telephony, CRM, EHR, Customer Service Ticketing, Project Management, etc.), centralized a workforce management unit responsible for 250+ staff schedules in a 24/7 contact center, led inter-departmental processes, and helped scale down facilities and technology when RMCP closed contact center operations. Fermín’s leadership extends from economic development work to social impact work. He holds a Bachelor of Arts from Metropolitan State University of Denver, a Non-Profit Leadership Certificate from Boston College, and is a Fellow of the Latino Leadership Institute at the University of Denver. During his free time, Fermín enjoys reading, exploring mountain bike trails, and spending quality time with his family.

Patricia Markwell is a nonprofit consultant with over 20 years of experience supporting organizations across behavioral health, education, and social enterprises. She brings expertise in nonprofit startups, fundraising, volunteer management, and board development, helping organizations navigate growth and achieve sustainability. Passionate about supporting individuals on their recovery journeys, Patricia has extensive expertise in addressing Substance Use Disorder, and she offers consultation to nonprofits and agencies seeking to strengthen their recovery and addiction treatment programs. By understanding the challenges faced by both individuals and organizations in this field, she delivers tailored, impactful solutions. Patricia specializes in securing diverse funding sources, building effective governance structures, and creating volunteer engagement strategies. Her experience also extends to guiding organizations in developing and implementing programs that support recovery from substance use disorder, ensuring strategic alignment and meaningful outcomes. A Colorado native, Patricia holds a Master’s in Nonprofit Management (MNM) from The New School University in New York City. In her free time, she enjoys spending time with her husband and daughter, rock climbing, and hiking with her three dogs.

With 17 years of experience in behavioral health, Brandon Wilcox has dedicated his career to serving diverse populations, particularly in underserved and under-resourced areas of Colorado. Brandon is most known for his transformative work in Peer Support programming, including the implementation, training, and credentialing of peer professionals. He was instrumental in creating the Colorado Peer Support Credential and was honored with the 2017 George DelGrosso Visionary Leadership Award. A proven leader, Brandon excels in workforce management and leadership development, building strong relationships and empowering teams to achieve lasting impact. As a passionate advocate for lived experience, he has worked to ensure systems are shaped by those they serve, including creating a client advisory board to inform mental health care practices. Brandon holds a BA in Psychology from Boise State University. When not advancing mental health systems, he enjoys snowboarding, exploring the mountains, and spending time with his beloved dog.

Erik Jacobsen

Consultant

Erik Jacobsen is a seasoned professional with a decade of experience specializing in community program development, crisis intervention, and dynamic partnership management. He helped lead the nationally recognized Hospital Follow-Up Program at Rocky Mountain Crisis Partners, supporting 75 hospitals across Colorado and setting best-practice standards for transitions in care. Erik excels in fostering strategic partnerships with healthcare systems, nonprofits, and government agencies, and facilitating collaboration to address critical community needs. As a passionate advocate for vulnerable populations, he has amplified the need for mental health resources through media engagement. His operational expertise includes managing contracts, communicating value through data, and empowering high-performing teams. Erik holds a Bachelor of Arts in Biochemistry from Bowdoin College and embraces the Colorado lifestyle with a passion for trail running, mountain biking, and skiing.
